DT Global has advised the Ethiopian government on its Digital Government Strategy, an EU-funded project that started in 2023 and will end in February 2025, with the goal of digitising and modernising public administration, the relationship between citizens and institutions, and fostering job creation.
Ethiopia, Africa’s second most populous country and the world’s fifth largest economy, has faced military regimes, civil wars and devastating famines over the past fifty years. Now, the Government of Ethiopia recognises the importance of digital and emerging technologies in national development.
DT Global’s current support to the new strategy is guided by FIT priorities. As such, it has deliberately focused on the realisation of the EthioConnect national data exchange platform, which will enable the development of mature and connected government-wide back-office systems and public e-services. DT Global has submitted the technical design of EthioConnect and is also drafting several technical standards documents, based on the previously developed Greek Government enterprise architecture, to assist in the procurement and implementation of EthioConnect. The consultancy is also identifying and preparing priority national datasets to be used in the EthioConnect platform pilot project.
The activities of the new Digital Government Strategy require funding of around 100 million euros, and adequate funding of the activities remains a major challenge. The DT-Global team is therefore assisting the FInT in mobilising resources by drafting project funding proposals for various funders.
One of the known success factors of Digital Government strategies is a whole-of-government and whole-of-nation approach to ensure national ownership and participation.
The Government of Ethiopia recognises the role of digital and emerging technologies in national development. ICT has been an integral part of Ethiopia’s development plan. The National Economic Reform Agenda, the Ten-Year Development Plan (2021-2030) and Digital Ethiopia 2025 set out the Government’s plan to harness these technologies for social and economic development and job creation.
In addition, the Government wants to be exemplary and proactive in leveraging ICT to improve its own operational efficiency and also to enhance the customer experience through a modern and reliable digital government platform.
The GoE has been implementing digital public service projects for two decades, with mixed results, and needs to chart a new path that will place Ethiopia among the nations with the most advanced and reliable e-services. One of the missing pieces on this path is a new Digital Government and Enterprise Architecture Strategy that improves on previous ones to accelerate the digitisation of administrative processes, enable data sharing between MDAs and the deployment of advanced and reliable digital services for citizens and businesses.
The new design of the Digital Government and Enterprise Architecture Strategy is the result of an extensive year-long process of stakeholder consultation, situation assessments and diagnostics. It also draws on proven Digital Government best practices and success stories from similar contexts to identify priority actions over the next five years.
