For every new rule, Trump tells federal agencies to eliminate 10 old ones – USA TODAY

For every new rule, President Donald Trump plans to kill 10 old ones.
That’s the thrust of the president’s latest executive order, signed Friday, called “Unleashing Prosperity Through Deregulation.” Trump, ever the businessman, has often complained that government regulations stifle economic development.
The new order requires federal agencies to repeal “at least 10 existing rules, regulations or guidance documents” for every new rule or regulation created.
“It is the policy of my administration to significantly reduce the private expenditures required to comply with federal regulations to secure America’s economic prosperity and national security,” the order states.
The order also requires agency heads ensure the cost of any new regulations in fiscal 2025 “shall be significantly less than zero.”
It wasn’t immediately clear how federal agencies would go about choosing which 10 regulations to eliminate, or how their wider cost will be determined.
Trump issued a similar executive order in 2017, requiring government agencies to eliminate two rules for every new one created. Former President Joe Biden revoked the order in 2021, on his first day in office.
The order directs the Office of Management and Budget director to set guidance.
The Senate Budget Committee voted on Thursday to advance Russell Vought, Trump’s pick to lead OMB, for a floor vote. Committee Democrats boycotted the vote. Vought was an author of the controversial Project 2025 agenda for a Republican administration.
