ROCKBRIDGE COUNTY, Va. – A man was found shot to death after fleeing from deputies during a traffic stop in Rockbridge County, according to Virginia State Police.
On Sunday, Jan. 5, at about 10:30 p.m., a Rockbridge County deputy sheriff conducted a traffic stop in the Timber Ridge area. The deputy spoke with the driver, obtained his information, and returned to his patrol vehicle to issue a traffic summons. However, when another deputy approached, the driver refused to exit his vehicle and fled.

This led to a brief pursuit that ended in a crash. Deputies then discovered the driver, identified as 43-year-old Shane Tyson Lawhorn, slumped over with a gunshot wound to the chest.
Authorities said they began life-saving measures and alerted emergency medical services, but Lawhorn was pronounced dead at the scene.
The Rockbridge County Sheriff’s Office has requested the Virginia State Police to investigate the incident.

What Happened?
On September 19, 2024, Culper Research published a report alleging, among other things, that Kaspi “systematically misled U.S. investors and regulators in its repeated claims – especially ahead of the Company’s January 2024 NADSAQ listing – that the Company has zero exposure to Russia.” The Culper Research report alleges that, in fact “Russia has contributed materially to Kaspi’s reported growth.”
On this news, Kaspi’s stock price fell $19.20, or 16.1%, to close at $99.81 per share on September 19, 2024, thereby injuring investors.
What Is The Lawsuit About?
The complaint filed in this class action alleges that throughout the Class Period, Defendants made materially false and/or misleading statements, as well as failed to disclose material adverse facts about the Company’s business, operations, and prospects. Specifically, Defendants failed to disclose to investors that: (1) Kaspi continued doing business with Russian entities, and also providing services to Russian citizens, after Russia’s 2022 invasion of Ukraine, thereby exposing the Company to the undisclosed risk of sanctions; (2) the Company engaged in undisclosed related party transactions; (3) certain of the Company’s executives have links to reputed criminals; and (4) as a result, Defendants’ positive statements about the Company’s business, operations, and prospects were materially misleading and/or lacked a reasonable basis at all relevant times.

MARINE FORECAST: A Gale Warning is in effect from 10AM Monday until 10AM Tuesday. Seas will be 4'- 8' on the coast and the waters will be rough then very rough by the evening for the rivers and sounds. Water temperature is in the lower 50s for the Crystal Coast and lower 40s for the rivers and sounds. Winds will be from the Southwest at 20-25 knots with gusts that could reach 40-50 knots. High tide is at 11:54am and low tide will be at 6:00am.

WEATHER SUMMARY: We are tracking an incoming low pressure system in the StormTrack 12 Weather Center. This system brings a wavy warm front across the Tennessee Valley and through North Carolina. The warm front will move northeastward on Monday as the low pressure system pushes into the state. Scattered showers and possible wintery mixes were expected overnight. Monday morning will generally start out on the drier side but rain will move into the area by 9am/10am and continue until dinner time. Expect to see a few scattered downpours and maybe a rumble of thunder.
Monday will be the warmest day of the week with highs in the low 60s. This is due to the warm front. By Monday night the front will have moved away and temperatures will take a big drop. With the rain you should expect to see strong wind gusts that could potentially reach the 40-50mph range, mainly in the bottom half of ENC. Overall, expect to see rain and strong winds all day to start the work week.
Tuesday will be mostly sunny and chilly. The low pressure system that was moving through ENC will push offshore in the northeastern direction. A cold front will push behind it, causing our temperatures to be below normal. This will have an arctic air mass settle over our area. High temperatures will be in the low 40s for Tuesday, dropping into the low to mid 20s overnight. Strong winds and wind gusts will continue, seeing speeds of 30+ mph through the day. Tuesday night will be very cold. The strong winds will add a very cold wind chill, bringing the feels-like temperatures way below actual temperatures.
The middle of the week will be met with lots of sunshine. We will continue to see dry conditions with chilly temperatures. Luckily, the wind will die down a little and provide a bit of relief from the wind chill. This will be one of the coldest days of the week, with highs in the upper 30s and lower 40s. This could have the potential for a Cold Weather Advisory. The same conditions will be seen on Thursday. Highs may not even reach the 40s in some areas. Low temperatures could potentially reach the teens. Friday will see temperatures in the same trend as the days before. A high pressure system will be right above North Carolina and will be pushed northward by an incoming low.
StormTrack 12 meteorologists are tracking another weather maker for the weekend. A low pressure system will zip through the southern US. We will see a deep initial trough which would tend to favor a better chance of wintry weather. There is a chance that the strength for both flip and cause the winter weather chances to decrease. Overall, ENC should expect to see rain on Saturday regardless. The precipitation should let up by the evening. Sunday will be drier and sunshine will return to end the weekend.
High temperatures will be in the low 60s on Monday. The temperatures will take a big drop into the low 40s and upper 30s from Tuesday until Friday. Saturday and Sunday will see highs in the mid to upper 40s. Low temperatures will be in the upper 30s on Monday, low 30s on Tuesday and will drop to the low 20s and upper teens Wednesday and Thursday. Low temperatures will return to the low 30s and upper 20s by Friday and stick around for the weekend.

Two women in their 70s and a man in his 40s were killed, and eight others were wounded in a shooting terror attack near Kedumim in the West Bank, Israel’s emergency medical response service, Magen David Adom (MDA) said on Monday. 

The man and women were later identified as Elad Yaakov Winkelstein, Rachel Cohen, and Aliza Reiss.

Winkelstein was an Israel Police Staff -Sergeant Major. Cohen, 73, was a school counselor and the mother of five daughters. Reiss, 70, was also a school counselor and is survived by her children and family.

MDA added that its paramedics were providing treatment to the 63-year-old bus driver who sustained serious wounds, a woman in her 60s in moderate condition, and six people who suffered from light wounds. They were subsequently transferred to the Rabin Medical Center-Beilinson Campus in Petah Tikva and the Meir Medical Center in Kfar Saba.

The IDF confirmed that the terrorists were affiliated with Palestinian Islamic Jihad (PIJ) and originated from Jenin.

Manhunt for terrorists ensues

The IDF said that terrorists had opened fire at a bus and vehicles in the area. Security forces were searching for the terrorists, setting up roadblocks in the area and encircling nearby towns. 

After a security assessment of the situation in the West Bank on Monday evening, Netanyahu approved additional offensive and defensive measures in the area.

IDF Chief of Staff Lt.-Gen. Herzi Halevi arrived at the scene of the terror attack on Monday evening.

“This is a severe attack. Two [female] civilians and a police officer were killed. I extend my deepest condolences to the families,” Halevi said.

“We are engaged in intense and wide-ranging battle against terrorism in the West Bank. We will intensify and continue this combat,” he continued. “For the terrorists who carried out this attack, the clock is ticking. We will find out who perpetrated this attack and reach them. We will act swiftly to bypass the town on this route and make the route safer.”

MDA paramedic Avichai Ben Zuria noted, “”This was a severe attack that spread across multiple scenes where vehicles and a bus were hit by gunfire.

He recounted what he saw upon arrival at the scene. “During our initial searches for casualties, we found 2 women around 60 years old in a vehicle, unconscious without pulse or breathing, with gunshot wounds. About 150 meters away, there was an unconscious driver who also suffered gunshot wounds. After medical assessments, unfortunately, their injuries were severe, and we had to pronounce them deceased.”

ZAKA chief of operations, Chaim Weingarten, said ZAKA teams in the area were “on their way to the scene to treat the deceased with respect and handle the difficult findings.”

‘No one will go unpunished’

Following the attack, Prime Minister Benjamin Netanyahu sent his condolences to he families of the victim in a post on X/Twitter. He added, “We will reach the despicable murderers and settle accounts with them and with anyone who assisted them. No one will go unpunished.”

Defense Minister Israel Katz wrote in a post on X that he had instructed the IDF to “act forcefully in every location” that can lead to the terrorists. He further stated that Israel would “not tolerate a Gaza-like reality in the West Bank.
